Lead Contractor
The Ten Tribes Partnership (TTP) is seeking a lead contractor. The contractor position is supported by the Colorado River Sustainability Campaign (CRSC), a fiscally sponsored project of the New Venture Fund (NVF), which will hold and manage the contract on behalf of the TTP and at the TTP’s direction. The CRSC and TTP are working together to support the Colorado River Basin’s Tribal Nations’ ability to participate how they wish in the Basin’s water management and policy development.
Description
The contractor will provide critical strategic input to the TTP. The contractor will help fulfill the TTP Mission and Vision, as well as execute the TTP Strategic Plan in consultation with TTP leadership. Demonstrated experience working with diverse cultures and specific experience with Native American communities and cultures is critical to the success of the Lead Contractor.
Deliverables will include:
Providing guidance to TTP Leadership and staff to implement long-range and short-range plans to accomplish TTP’s goals and objectives, as set forth in the TTP Strategic Plan;
Facilitating the coordination with TTP Leadership in the development of policies and plans to meet TTP goals;
Facilitating open, robust, and regular communication among TTP member Tribes, TTP Leadership and staff, as well as among TTP subcommittee participants and staff during and between meetings;
Managing TTP finances, prepare and submit an annual budget to TTP Leadership for review and approval, and prepare such other financial reports as the TTP may require;
Ensuring that TTP operates in compliance with all applicable tribal, local, state, and federal laws, regulations, and guidelines, as well as the TTP’s own bylaws and policies;
Research and report on philanthropic and public funding opportunities to advance TTP goals;
Facilitating open, robust, and regular communication among TTP member Tribes, TTP Leadership, and CRSC; and
Cooperating and providing the New Venture Fund with any additional information reasonably requested by the New Venture Fund in order to satisfy any reporting obligations the New Venture Fund may have to donors/ funders, the U.S. Internal Revenue Service, other federal, state, local or foreign agencies, whether of the United States or of another country, or to otherwise comply with laws or regulations pertaining to contractor’s activities.
Ten Tribes Partnership Background
The TTP was formed in 1992 and is a coalition of ten federally recognized Upper and Lower Basin Tribes that hold water rights in the Colorado River Basin. The member Tribes are the: Chemehuevi Indian Tribe, Cocopah Indian Tribe, Colorado River Indian Tribes, Fort Mojave Indian Tribe, Jicarilla Apache Nation, Navajo Nation, Quechan Indian Tribe, Southern Ute Indian Tribe, Ute Indian Tribe, and Ute Mountain Ute Tribe.
The goal of the TTP is to increase the influence of Tribes in Colorado River management and to provide support for the protection and use of Tribal water resources. With the Colorado River Basin suffering from extended drought, the effects of climate change, and needing to develop a new management framework for the Basin ahead of the 2026 expiration of the 2007 Interim Guidelines, the TTP has determined this to be an appropriate time to hire a Lead Contractor.
Contractor shall be paid at a rate of $6,000 per month for work delivered on this SOW. The Lead Contractor will bill NVF on a monthly basis, per NVF policies. Contractor’s total fee for work related to this contract will be capped at $30,000 for work through 2/28/25. A renewed contract will be considered and approved by Ten Tribes Partnership. The contract is expected to begin in mid-August 2025.
